Victor,
There are 2 aspects that have an impact across various skill-sets
1/ Communication of intent. Many managers miss out on this, perhaps it makes them uncomfortable
2/ Balance between conviction and self-awareness. Too much conviction leads to bulldozing through ( by doing so some think they are strong) and too much self-awareness becomes a non-starter( some think being self-aware is a sign of weakness)
If done well, managers can engage with employees and enable them, otherwise they end up enraging them…
